Yes, under Section 4 of the Information Technology Act 2000 and notifications from the Ministry of Road Transport and Highways (MoRTH), a virtual driving license stored in mParivahan or DigiLocker is legally valid and must be accepted by traffic police.
Open the mParivahan app, log in, select "My Virtual RC," enter your Registration Number, and then enter the last 5 digits of your chassis and engine numbers. Click "Add to Dashboard" to generate the virtual RC.
