1. Conformance Standards

The Web Content Accessibility Guidelines (WCAG) define specific requirements for web designers and developers to enhance digital accessibility for users with auditory, cognitive, neurological, physical, speech, and visual disabilities.

Parivahan Bharat is committed to partial conformance with WCAG 2.1 Level AA. We continuously audit our color contracts, font scale models, form behaviors, and keyboard traversal trees to ensure a seamless information consumption experience.

2. Compliance with Rights of Persons with Disabilities Act, 2016

In accordance with the Rights of Persons with Disabilities (RPwD) Act, 2016 passed by the Parliament of India, we are committed to lowering technical barriers for disabled citizens searching for transport forms, driving license criteria, and motor registration details.

While we act as a private educational resource, we respect the national mandates on public and electronic infrastructure, ensuring our structural frameworks adhere to standardized accessibility practices.

3. Features Implemented for Better Access

To deliver an equitable experience, we have integrated the following assistive design features into our theme core:

• Semantic HTML Landmarks Our site architecture utilizes proper HTML5 structural tags (like <header>, <nav>, <main>, <footer>) alongside an organized heading hierarchy (H1 through H6) to allow seamless navigation by screen-reading technology.
• Keyboard Navigation (Tab Focus) Every functional widget, interactive calculator, drop-down menu, and external RTO hyperlink is fully navigable using standard keyboard controls. Focus rings are customized to offer rich, high-visibility contrast.
• Contrast Ratios & Scalable Fonts All body elements, calculator forms, and informational panels conform to modern color contrast requirements. Our typography employs relative units (rem / em) to respond perfectly to native browser text enlargement settings.
• Descriptive Text Alternatives (Alt Tags) Every informational diagram, process flowchart, and structural image contains robust alternative text (Alt attributes) to provide descriptive context to screen-reader users.

4. Known Limitations & Out-of-Scope Elements

While we strive for comprehensive accessibility, certain edge cases or technical integrations may have limitations:

• Third-Party Elements: Embedded media, interactive social sharing widgets, or external government mirrors (such as state-specific RTO status pages) fall outside our direct development domain and might not always satisfy all WCAG checkpoints.
• Legacy PDF Downloads: Certain historical RTO application forms obtained directly from government repositories are scanned documents and might lack structural tagging for screen readers.
