How BH-Series Biennial Road Tax Works

Unlike standard vehicle registrations where you are forced to pay 15 years of road tax upfront, BH-Series operates on a highly citizen-friendly biennial (2-year) payment model.

What is BH-Series vehicle registration?

The Bharat (BH) Series is a centralized vehicle registration mark introduced by the Ministry of Road Transport and Highways (MoRTH) in 2021. Vehicles registered with a BH plate do not need to be re-registered or acquire an NOC when moving across states in India. The plate format is "26 BH 1234 XX" (Year of registration, BH code, 4-digit serial, and letters).

Who is eligible to apply for BH Series plates?

BH Series eligibility is strictly reserved for: 1) Central Government employees (Defense, Railways, Civil services). 2) State Government employees. 3) PSU (Public Sector Undertaking) employees. 4) Private sector employees whose employer has official offices or branches in 4 or more Indian States/Union Territories.

What is Form 60, and is it mandatory?

Yes. For private-sector employees applying for a BH-Series plate, Form 60 (Working Certificate) is a mandatory document. It must be filled out, signed, and stamped by the employer's HR head, certifying that the company has active offices in 4 or more states.

How is road tax calculated and paid for BH-Series vehicles?

Unlike standard state registrations where you pay 15 years of lifetime road tax upfront, BH-Series road tax is paid in biennial increments (every 2 years). Tax rates are: 8% for vehicles priced under ₹10 Lakh, 10% for vehicles between ₹10–20 Lakh, and 12% for vehicles priced above ₹20 Lakh (an extra 2% is charged for diesel, while electric vehicles receive a 2% rebate).

Can I convert my existing state plate to a BH-Series plate?

Yes, MoRTH updated the rules to allow existing state registration numbers to be converted to the BH-Series. However, you must satisfy the eligibility criteria, submit Form 60, and pay the pending pro-rata taxes at your local RTO.
