Visit the official portal vahan.parivahan.gov.in. Enter your vehicle registration number, validate with your chassis number (last 5 digits), and authenticate via Aadhaar OTP.
Click on **'Application for No Objection Certificate'** from the services panel. Enter the code of the destination state and target RTO where you plan to relocate.
The portal will scan for pending eChallans. You must pay all traffic fines online first. Once clean, pay the official NOC processing fee of **₹100** online and download Form 28.
Print Form 28 (3 copies) and stamp a physical pencil print of your vehicle's chassis onto each copy. Submit these along with physical files at your local RTO to collect the official sealed NOC booklet.
