Official DL & LL Fees in Delhi

Licensing fees are governed by the Central Motor Vehicles Rules (CMVR) under Rule 32. However, Delhi applies specific regional service charges, postal charges, and test track maintenance cess.

Step-by-Step DL Application Process

Getting your driving licence in Delhi is completed in two primary phases: getting your Learner's Licence (valid for 6 months) and then converting it to a Permanent Driving Licence after 30 days.

Phase A: Get Learner's Licence (LL)

  • Log on to the Sarathi Parivahan portal and select your state: Delhi.
  • Fill out the Learner's Licence application form (Form 2) and upload scanned copies of your Aadhaar card and photos.
  • Pay the application fee online using UPI, card, or net banking.
  • For faceless states, complete the online tutorial and signs test from home. In other states, book an RTO slot and take the computerized test at the office.

Phase B: Permanent Driving Licence (DL)

  • After 30 days (and within 6 months) of Learner's Licence issue, apply online for a permanent Driving Licence.
  • Upload your active Learner's Licence copy, Form 1 (physical fitness self-declaration), and pay the skill test fee.
  • Book a physical driving test slot on the Sarathi portal at your nearest RTO or automated test center.
  • Visit the RTO with your vehicle, pass the skill check on the driving track, and get your biometrics captured. Smart Card is dispatched within 10-15 days post-test approval.

  • 16 Years: Gearless motorcycles/scooters under 50cc displacement. Parent consent required.
  • 18 Years: Private geared motorcycles and light motor vehicles (LMV - Cars).
  • 20 Years: Commercial, passenger transport, or heavy motor vehicles (HMVs).

Required Document Checklist

  • Age Proof: School Certificate, Birth Certificate, PAN, or Passport.
  • Address Proof: Aadhaar Card, Voter ID, Passport, or Electricity bill.
  • Fitness forms: Form 1 (Self-declaration). Form 1A signed by a registered doctor is mandatory for transport classes / applicants over 40.

Driving Test Track & Traffic Compliance

Passing the driving skill check is mandatory to secure your licence. Delhi enforces advanced electronic evaluations.

Testing Track Mode: Fully Automated (ADTT)

Delhi operates state-of-the-art camera-supervised automated tracks (ADTT) at Shakurpur, Mayur Vihar, Loni, and Hari Nagar. Tests evaluate reverse parallel parking, 8-track maneuvers, and steep starts.

Driving Without Licence Fine: ₹5,000

Operating a vehicle without a valid driving licence in Delhi is a critical offense under Section 181 of the Motor Vehicles Act. Vehicle owner can also be fined ₹5,000 for letting an unlicensed driver operate the vehicle. Always carry a digital copy on DigiLocker or mParivahan, which are legally recognized as equivalent to physical cards.
